How should I handle trespassing or other issues with unhoused people at the park?

Please call the Asheville City Police non-emergency line to report active trespassers at the park: 828-252-1110 If they ask if Doctors Park has a letter on file with APD the answer is yes, and if they ask if we would press charges, the answer is also yes.

How to report a crime at the Park?

For all emergency situations, including crimes in progress, call 9-1-1.

For non-emergency situations, individuals can report crime by:

  • TIP2APD is a tool that provides the public with the ability to anonymously share tips with police officers and create a 2-way anonymous conversation between the tipster and the Detective. The smartphone application is free for iPhone and Android users by searching “Asheville PD” in your app store. Individuals without a smartphone can share information anonymously via text tip by texting 847411, using the keyword “tip2apd” and including detailed information.

  • Call the Asheville Police Department’s non-emergency number at (828) 252-1110.

  • Online tips and non-emergency police reports can be submitted through the Asheville Police Department’s Police to Citizen tool.


What do the Property Owner monthly dues cover?

HOA/POA covers electric, water, property management including landscaping and snow removal, trash/recycling removal, exterior monthly pest control by Terminex, and insurance on the exterior building structure. I would like to install an ADA compliant ramp for my unit entrance. What review or approvals does the Association require?


We ask that you take into consideration access to adjacent units when designing and purchasing a ramp. Please do not permanently attach a ramp (temporary screws are allowed).


What are unit owner’s insurance requirements?

Doctors Park Association maintains an insurance policy on the park. However, the unit owners need their own policy that lists Doctors Park Association as an additional insured, and has a “Loss Assessment Clause” which refers to buildings, signs, fences, structures that have common ownership with everyone in the community/office park.

Typically the tenant / occupying business then has their own renters policy and business policy.


I am buying or selling a unit, what are relevant documents I should review?

Doctors Park Declarations document. Doctors Park by-laws document (last revised 2021). Note that for any changes to a unit, an Asheville city permit must be filed and a copy sent to Doctors Park Association, doctorsparkavl@gmail.com.


I need a repair that I think might be covered by the POA, how should I report this?

Maintenance items involving the Property Owners Association (POA) include parking lot issues like holes, exterior walls, windows, roof, exterior lights, etc. For non-urgent issues, you may fill out this form to notify the Board.

Usually anything that is plumbing, HVAC or electrical related is the unit owner's responsibility but we request you coordinate major repairs or unit upfits with the board by emailing doctorsparkavl@gmail.com

I want to make changes to my unit, what do I need to do?

You must pull a permit with the city of Asheville for any changes made to your unit. A permit copy must be sent to Doctors Park Association, doctorsparkavl@gmail.com.

How should I handle HVAC maintenance and repairs?

HVAC preventative maintenance used to be handled bi-annually by Bullman Heating & Air and included in the property owner dues, however this responsibility has been transferred to the owners starting in 2024. This will allow us to put more of the dues toward park improvements. Bullman may still be used, but it is up to each owner to coordinate maintenance if desired.

Note that beginning January 1, 2021, all owners are responsible for repairs to their HVAC equipment.


I noticed a park pole light is out, how can I report?

There are 2 ways to report a pole light outage. 1) Duke’s website map, or 2) Using the Asheville App from the City of Asheville. This is an app on your smart phone, or you can use this link to open a ticket. Select the category “Street Lights & Traffic Signals”.

When is the next full owner’s meeting?

According to the by-laws, the Annual Meeting of the unit owners shall be held at 7:00 o’clock p.m. on the third Monday in September of each year at the Doctors Park.
